Romas Oželis was born on 19 February, 1968. He graduated Lithuanian Police Academy in 1994 and acquired the qualification in Law.

R. Oželis started his police service in the system of Internal Affairs in 1991 – he was appointed to the Kaunas District Police Headquarters and worked there as a Territorial Inspector. As the Inspector he worked for seven years.

From 1998 to 2004 he worked as the Head of Police Station in Babtai, Domeikava. Later, he continued his service  in Kaunas County Police Headquarters – in 2004 he was appointed as the Head of Girstupis Police Station. For other tree years he was the Head of Žaliakalnis Police Station. In 2009 R. Oželis was appointed as the Head of Kaunas District Police Headquarters.

During the period of service Romas Oželis has been awarded several times. On 30 September, 2002 he was awarded 2-nd degree Honorable Badges „For Homeland“. In 2008 he received 1-st degree badge  “For the Outstanding Service”.

In 2010 Lithuanian Riflemen's Union encouraged R. Oželis by giving him “Badge of Honorary Team Shooter”. On 29 June 2012 the Police Commissar General of Lithuania  rewarded R. Oželis 1-st degree Honorable Badges of Merrit.
