International Pilot Training of Police Officers "FIRST-TAC": The Use of Force and Tactical Medicine

Last week, the Lithuanian Police School (LPS), as part of the Erasmus project "Cooperation in the development of a joint training program on tactical actions for initial response services on the topics of physical violence, shooting, and first aid (FIRST-TAC)", organized international training for 36 officers from Lithuania, Croatia, Bosnia and Herzegovina, and Poland.

The training aimed to enhance participants' knowledge and practical skills in the safe and effective use of force and the provision of first aid in emergencies. The program covered a wide range of topics relevant to modern law enforcement.

Developing the training program was a demanding eight-month process. Experts from partner countries collaborated closely to harmonize training methods. New teaching materials and methodologies were created and tested in a virtual classroom before in-person training.

"This training offers a valuable opportunity for officers from different countries to share experiences, best practices, and acquire new skills," said Romualdas Rulevičius, project expert and head of the LPS Professional Skills Board's 3rd division.

Participants assessed various scenarios, selected appropriate use-of-force tactics, and learned to manage conflict situations, de-escalate tensions, and communicate effectively, including with aggressive individuals. They practiced detaining armed and resisting suspects while safely applying physical force and specialized equipment. Tactical medicine was a key focus, with training in injury treatment, bleeding control, immobilization, and other life-saving interventions.

The project's success reflects strong international cooperation. Instructors from Lithuania, Croatia, Bosnia and Herzegovina, and Poland combined their expertise to create the exclusive FIRST-TAC training program. Beyond coordinating methodologies, they shared national best practices. The program will continue to evolve through pilot training in Poland and Bosnia and Herzegovina.
